Duties Summary This Supervisory IT Specialist is part of the Information Management and Technology Operations Division, Enterprise Operations Branch, U.S. Fish and Wildlife (FWS or Service).
This annc is being advertised concurrently under R10-10902853-JMJ-MP for current and former federal employees serving under a competitive service career or career-conditional appointment or reinstatement eligible. Responsibilities Duties of the position include but are not limited to the following:
Manages and guides the Service communications and collaboration program including administration of the Network and Enterprise Infrastructure Solution (EIS) Voice contracts.
Serves as the Service Designated Agency Representative (DAR) placing orders for service, tracking orders and performing a yearly Telecommunications Services Inventory.
Provides leadership and technical advice to IRTM IMT Operations Division leadership on design, acquisition, and installation of communications and collaboration systems.Reviews and prepares plans, designs, specifications, and evaluation criteria for acquisition and installation of voice resources.
Responsible for installing, configuring and maintaining the software and operating system, ensuring the systems are optimized for performance and recoverability.
Leads the FWS Mobile Device Management program by maintaining and improving the Mobile Device Management (MDM) environment for FWS mobile users.
Creates and updates Department of the Interior (DOI) Security Technical Implementation Guide (STIG) compliant mobile device policies in the DOI MDM system.
Creates and maintains the FWS-wide cellular inventory and creates and maintains the FWS MDMSharePoint site for end users and Help Desk staff.
Evaluates work performance of employees; provides advice, counsel, or instruction to employees on work and administrative matters; interviews candidates for positions; hears and resolves complaints from employees; effects disciplinary measures; identifies developmental and training needs of employees, provides and/or arranges for needed development and training; finds ways to improve production and increase the quality of the work directed; and develops performance standards. Qualifications Only experience obtained by 09/22/2020 will be considered.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
1 year of specialized experience, equivalent to at least the GS-12 grade level in the Federal service. Examples of specialized experience may include: experience with voice communications technology, including VoIP systems, digital private branch exchanges, and analog voice switching systems; experience with information security policies, vulnerabilities of computer and data communications systems, and the basic tools and practices for protecting information systems; experience with information security policies, vulnerabilities of computer and data communications systems, and the basic tools and practices for protecting information systems; experience determining and evaluating technical specifications for a third party software, tools and applications; experience researching, evaluating, recommending and customizing software, interfaces and applications, select the most efficient and effective tool to specific requirements and business practices; and experience maintaining mobile device management environments..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Once employed, further processing for special access approval (SCI) will also occur.

Knowledge of the Department of Homeland Security (DHS) Government Emergency Telecommunications Service (GETS) and Wireless Priority Service (WPS) as well as Service Emergency Support Function-2 (ESF-2) functions and responsibilities as it pertains to telecommunications support.
Knowledge of technical software marketplace and ability to evaluate third party software tools to determine needs and specifications for a third party software, tools and applications.
Skill in written communications sufficient to develop policies, prepare written guidance, instructions, and decisions.
Knowledge and ability to lead and participate with senior management in representing the interagency and intradepartmental committees, meetings, and task groups to coordinate policies, standards, joint agency programs and provide leadership on special projects.
