Duties Summary The position is located within the Payroll Section of the Finance Department and provides support for all payroll activities for a large complexity level health care system. The Minneapolis VA Health Care System is one of the largest VA medical centers in the country, serving more than 100,000 Veterans in a six-state area of the upper Midwest. Performs technician and clerical work determining pay for civilian employees resulting in approximately 3500 time cards processed every pay period.

The duties of the Civilian Payroll Technician involve the accurate processing of all aspects of pay. The duties include, but are not limited to the following: Reviewing time and attendance records of a diversified workforce covering a variety of different types of appointments and employment situations under various pay systems.
Reviewing time and attendance records to process retroactive pay entitlements for weekend premium.
Reviewing personnel documents for proper application of pay, regulations, and consistency.
Reviewing authorization documents and coding appropriate data for input into integrated system to properly update employees' master records.
Responding to written and verbal inquiries from employees and supervisors with accuracy concerning all aspects of pay and leave.
Training unit timekeepers, alternates, and supervisors.
Preparing biweekly, monthly, quarterly, and annual payroll reports and assuring that submission is on a timely basis.
Interacting with the Control Point Activity to assure that all input documents are submitted and transmittal deadlines are met.
Maintaining retirement records, health benefits, taxes, and all other documentation necessary to support payment of salaries.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-06. At the GS-05, grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-06. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2020.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
GS-05: Specialized Experience: Applicants must have one (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position. To be creditable, this experience must have been equivalent to at least the GS-04 grade level in the Federal Service. Examples of specialized experience include data entry into an accounting system to obtain/enter payroll, time and attendance information; maintaining files and reference data in preparation of monthly and quarterly activity reports; typing and computer skills that demonstrates proficiency with multiple accounting programs; and providing guidance to employees and supervisors on pay issues. These duties would have been performed under minimal supervision. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education: Four (4) years of successfully completed education above the high school level. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. (TRANSCRIPT REQUIRED AT TIME OF APPLICATION)ORCOMBINATION OF EDUCATION AND EXPERIENCE: Combination of education and experience to qualify at the GS-5 level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRANSCRIPT REQUIRED AT TIME OF APPLICATION)
GS-06: Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extracting and entering data from and into an accounting system to obtain/enter payroll, time and attendance information for more than one type of employee; preparing reports, memoranda and data summaries as required; maintaining files and reference data in an organized manner to facilitate preparation of monthly and quarterly activity reports; typing and computer skills that demonstrates proficiency with multiple accounting programs; and providing guidance to employees and supervisors on pay issues.
