Under the general supervision of the General Manager/Executive Officer. Responsible for the operations, development, coordination, evaluation, and administration of all phases of the Human Resource strategy, programs and their activities for the s. In all interactions, the position is responsible for making STAR service to guests and fellow team members a first priority.
Provides exceptional, STAR Service to ensure overall guest satisfaction. Performs the steps of STAR Service, which include:

Performs the position-specific STAR service expectations, as outlined by the department.
Supervises all Human Resources staff. Directly supervises Benefits Administrator, Associate Relations Liaisons, HR Supervisor and Trainers. Indirectly supervises 16 team members. Manages the selection, training, development and performance of assigned staff to retain a motivated, professional workforce for , Hotel & Entertainment.
Ensures that Shooting Star gaming operations are in compliance with all applicable tribal, state and federal laws and ordinances and oversees the integrity of gaming operations and the preparation of required regulatory agency reports.
Develops and implements strategies, changes and enhancements in respect to operations, facilities and staffing levels to amplify guest satisfaction, increase player activity, increase revenues and minimize costs.
Is responsible for the direction of all Human Resource activities including compliance, appropriate staffing levels, fairness and integrity of Human Resource policies, procedures and activities and functions as the final decision authority in respect to all Human Resource and employee relations including hiring, promotions, transfers, disciplinary actions and terminations.
Is responsible for the determination and subsequent implementation of employee wage scales using market and geographical data.
Establishes guest services and guest development programs to ensure guest retention and satisfaction and that professional standards of guest service and satisfaction is achieved and maintained throughout each property.
Oversees and reviews the development of effective guest satisfaction measurements and executes appropriate action to maximize positive trends.
May resolve guest or employee complaints and issues within established policies and procedures and has final decision authority for the properties.
Implements, improves and is accountable for effective team member and management communications throughout the Shooting Star, Star Mart, and franchise facilities.
Assist in the development of talents and skills of executive management and team members and promotes the employment and professional development of qualified tribal members.
Leads in the development of corporate wide strategies and policies and provides information and direction to all management staff in management meetings.
Is accountable for the development and growth of all team members and for serving as a role model in respect to the code of conduct of Shooting Star Entertainment and Gaming Authority.

Manages the selection, training, development and performance of assigned staff to retain a motivated, professional workforce for , Hotel & Entertainment. Recruits and selects applicants for job vacancies considering the requirements of the job, and the skills/abilities of applicants.
Establishes and communicates job responsibilities and performance expectations to assure mutual understanding of desired results.
Assesses team member performance, provides positive and constructive feedback on an ongoing basis to reinforce desired results.
Identifies training and/or development opportunities that will assist the team member in achieving enhanced job performance and/or career objectives.
Assures job descriptions are maintained and current.

Develops and manages the annual budget for Human Resource Department to assure the effective and efficient use of financial resources, meeting established objectives. Anticipates and plans for needed resources to support departmental programs and systems.
Prepares preliminary budget drafts.
Presents proposed budgets and secures approval from executive management.
Reviews the budget on a monthly basis, keeps the General Manager/Executive Officer informed of any major variances from budget.

Performs supervisory responsibilities in accordance with the Shooting Star Entertainment and Gaming Authority rules, regulations, policies and procedures. Evaluates and documents team members work performance through usage of the current corporate evaluation process.
Provide coaching sessions.
Planning, assigning, scheduling, and directing work to team members.
Review applications and files for position openings. Establishes questions and interview for hiring and promotions according to policies and procedures.
Establish and comply with budget objectives.

Participates in formulating and administering company policies, directing and coordinating all department activities to develop and implement long range goals and objectives to meet business and profitability growth objectives. Reviews analyses of activities, cost, operations, and forecast data to determine departmental progress toward stated goals and objectives.
Confers with General Manager/Executive Officer Chief Financial Officer, Directors and other administrative personnel to review achievements and discuss required changes in goals or objective resulting from current status and conditions.
Direct or assist in preparation of all operational budgets; review for fiscal soundness and accomplishment of Tribal Council goals/objectives.

Develops, reviews, updates and implements business strategic planning to improve financial performance. Determine and direct the marketing strategy to develop new clientele, improve market position and enhance revenue. Analyze cost of sales and adjust tactics to optimize profit.
Reviews and approves preparation of accounting analysis: for budgetary planning an implementation, production efficiency, financial reporting, budgetary planning and submittal for capital expenditures.
Plans and directs investigations and negotiations pertaining to the business operations.

Ensures compliance with Tribal, Federal, State, and NIGC Regulations. Remains up to date on changes to any applicable law with specific attention to Tribal Organizations and makes updates or recommendations to General Manager/Executive Officer and possibly Gaming Commission.
Interprets and explains personnel rules, regulations, policies and procedures. To clarify and ensure organizational policies comply with applicable federal/state and gaming laws.
Develops, recommends, publishes, revises, communicates personnel policies and procedures; prepares and maintains handbook on policies and procedures. Annually reviews and makes recommendations to executive management team. Adheres to company policies and procedures.

Develops a strategic plan for all HR functions, including recruitment and employment, compensation and benefits, personnel records, information systems, training and development and performance development and evaluation programs. Ensures the HR strategic plan supports the overall company strategies and plans for future.
Includes all levels of HR team members in the strategic planning process to obtain buy-in and support of goals.
Participate as a strategic partner from the perspective of the impact on people.
Translate, interpret and help process the plan to other affected team members and departments.

Responsible to update, write and organize position descriptions and organizational chart for . Maintain the electronic files for position descriptions and organizational charts.
Update all positions descriptions.
Proactively research any areas that need special attention.

Plans, manages and conducts the Salary Committee meetings, ensuring adherence to current policies and procedures. Responsible to organize and maintain Salary committee protocol, policies and procedures.
Conducts meetings and review of appropriate updates.
Researches matches for position using a variety of salary surveys.
Provides research for the committee to review.
Makes recommendations on any applicable changes to position exemptions status, salary grade level based on market data.
Updates Wage Watch information on an annual basis.

Participates on committees, boards, special projects and may serve as chair or main point of contact. Must possess knowledge of and ensure enforcement of each committee or board by-laws, policy and procedure. May include; Mii-gii-mii gii-way-win Advisory Board

Listens and responds to guest concerns to maintain a high level of guest satisfaction. Refers guest to the appropriate departments or function for issue resolution.

Performs other duties and responsibilities as required or assigned.
Minimum Requirements
Bachelor’s degree in Human Resources, Business Management or related field; and a minimum of 4 years progressive Human Resources experience and 4 years of supervisory experience or a combination of education and experience.
Certificates, Licenses & Designations
Must meet licensing requirements as prescribed by the Tribal State Compact for Gaming. Must have the ability to obtain certificates and/or licensures as needed. Must have a valid driver’s license and insurance.
Must possess extensive knowledge of the gaming industry, casino operations, federal, state and tribal laws, state compacts, ordinances, policies and guidelines and knowledge of complex laws, regulations and guidelines governing casino gaming operations.
Must be well versed in all areas of leadership including project, people and financial management and develop and maintain effective and cooperative working relationships among departments.
Must be able to demonstrate the ability to comprehend, analyze and interpret financial reports, legal documents, define issues, draw valid conclusions and implement effective solutions.
Must be able to remain composed and make decisions under stressful conditions that may involve dealing with a range of responsibilities, large sums of money and timelines.
Must possess a high degree of effective interpersonal and written and verbal communication skills and possess the ability to effectively speak to individuals and in front of groups of people presenting a professional demeanor and effective communication delivery methods.
