Job Focus Areas This Education Program Consultant 5-A is located within the Office of System Relations and reports directly to the unclassified Deputy Assistant Superintendent. This position will serve as the State Executive Director of Field Implementation and is responsible for supporting the School System Relations Support Teams in goal attainment, training, and resource development. This position oversees the work of the School Turnaround Support Leaders and ensures a cohesive relationship between the School System Relations Support Coaches and School Turnaround Support Leaders. Additionally, this positon will serve as the first point of contact in the coordination of activities, communication, problem-solving, and other issues between the School System Relations Support Team and executive-level staff. **Note regarding the advertised pay range: The Education Program Consultant series has an established special entrance rate and is the advertised minimum. The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and not the maximum amount we are allowed to pay a new hire. Qualifications
MINIMUM QUALIFICATIONS: Any of the following will qualify: 1. A master's degree plus four years of professional level experience in teaching or education; or in a public or private sector setting. 2. A master's degree in education plus three years of professional level experience in teaching or education; or in a public or private sector setting. 3. A baccalaureate degree plus five years of professional level experience in teaching or education; or in a public or private sector setting. SUBSTITUTIONS: A master's degree plus thirty graduate hours will substitute for one year of the required experience. An Educational Specialist Degree will substitute for one year of the required experience. A Ph.D. will substitute for two years of the required experience. NOTE:
Advanced degrees will substitute for a maximum of two years of the required experience.
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.
Function of Work: To supervise an organizational section responsible for statewide educational programs. Level of Work: Supervisor. Supervision Received: Administrative direction from a division director. Supervision Exercised: Direct line over subordinate professional-level education staff. Location of Work: Predominantly located at the Department of Education. Job Distinctions: Differs from the Education Program Consultant 4 by the presence of supervisory responsibility and responsibility for managing statewide educational programs. Differs from the Educational Program Consultant 5-B the absence of serving as the deputy to a cabinet level unclassified executive, or serving in an administrative role in a program directly administered by the superintendent's office or the deputy superintendent's office characterized by high-level programmatic impact. Examples of Work
Approves the development, revision, implementation, and evaluation of current and long-range plans, rules, regulations, guidelines, and policies for multiple statewide programs in accordance with federal or state laws and policies. Approves the design, development, and implementation of innovative educational programs and research projects on the basis of national and state reports, trends, economic conditions, future needs, educational research findings, and state and federal legislative or policy developments. Recruits, interviews, and recommends approval for hiring personnel and evaluates performance of personnel. Approves budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control and authorizes the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of all programs. Testifies before state and national legislative committees and state, regional, and national hearings, including the state legislature and State Board of Elementary and Secondary Education on behalf of the department/division relative to identified educational issues. Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws and regulations, and answers questions and assists in the resolution of education problems. Make recommendations to the division director regarding mandated and discretionary programs and budgetary or personnel matters. Researches educational issues, federal and state laws, and state Board of Elementary and Secondary Education (BESE) policies to develop proposed legislation impacting education. Represents the division director on key departmental committees working on departmental policies, discipline, accountability, technology, as well as interoffice matters. Coordinates state and federal educational program activities of several units within and outside the division
