Duties Summary This position is located in R3 Lincoln National Forest on the Sacramento Ranger District in Cloudcoft, NM .
Substantial practical knowledge of methods and techniques of forestry and recreation principles, objectives, and regulations to assist in the development and management of recreation plans for developed and dispersed sites.

Responsibilities The responsibilities listed below are at the full performance level.
Provide recommendations for long-term needs for management of recreation resources.
Prepare project work plans for the use, improvement, and maintenance for a developed recreation area.
Carry out and monitor implementation of recreation operation and maintenance plans for developed or dispersed recreation sites.
Inspect recreation area use to enforce compliance with the management plan by issuing or requesting issuance of citations.
Patrol district roads, trails, or waterways to determine whether visitor use is in accordance with recreation plans and regulations and report any issues to supervisor
Monitor work done under contracts with standard provisions and interpret provisions for contractors.
Recommend when contracting is the best means to complete a project, as a contract officer representative.
Recommend changes to improve contracts to meet long-term needs for management of recreation resources.
Identify safety hazards and then repair, remove, or replace portions of facilities using equipment and tools.
Count and/or reconcile collection fees at recreation sites.
Deposit fees according to instructions to ensure they are protected and correctly accounted for.

Requirements Requirements Conditions of Employment Must be a U.S. Citizen or National.
Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary.
Specialized Experience Requirement:
For the GS-06:You must have one year of specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is defined as one or more of the following: Inspected special use permits such as outfitter guide operations, issued notices of non-compliance issues and report to supervisor; inspected and maintained recreation facilities and areas; lead or coordinated crew to maintain recreation sites or; monitored forest areas to identify violations of federal regulations such as enforcement of off-road vehicle restrictions; OR one full year (18 semester) of successfully completed graduate level coursework that is directly related to the work of the position; such as: forestry, range management, agriculture course of study above high school leading to a bachelor's degree with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position;
OR combination of graduate level education and specialized experience that together meets the requirements of the position. The education must have been obtained in an accredited college or university
.For the GS-07: You must have one year of specialized experience equivalent to the GS-06 in the Federal service. Specialized experience is defined as one or more of the following: Served as the point of contact with community organizations and interest groups to generate utilization of forest recreation facilities; assisted in the development of plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives and policies; served as an inspector and/or contracting officer's representative on service contracts insuring work is completed properly; and in all aspects of Special Use Permit administration for activities within undeveloped and developed areas of the unit;
OR one full year (18 semester) of successfully completed graduate level coursework that is directly related to the work of the position; such as: forestry, range management, agriculture course of study above high school leading to a bachelor's degree with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position;
OR combination of graduate level education and specialized experience that together meets the requirements of this position. The education must have been obtained in an accredited college or university.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education This job does not have an education qualification requirement. Additional information Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.
