Duties Summary This position is in the Research Service of the Northport VA Medical Center in Northport, New York. This position, Supervisory Biological Science Laboratory Technician serves as the Facility Supervisor for the Veterinary Medical Unit for the Animal Care and Use Program.
Responsibilities NOTE: This is a TERM appointment (not-to-exceed 4 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
This position serves as the Facility Supervisor for the Veterinary Medical Unit (VU) for the Animal Care and Use Program (ACUP). You will provide essential operational and technical support to a variety of users of the VMU. The VMU consists of the following animal study spaces: receiving, quarantine, and animal wards; surgical suite; disposal area; cage wash areas; diagnostic and treatment ward and procedural labs of specialized animal research designated as biosafety level 2.
Your duties may include, but are not limited to, the following: Plan, organize, supervise and evaluate the day-to-day operational procedures of the VMU program;
Evaluate and analyze, on a quantitative or qualitative basis the effectiveness of the ACUP;
Examine and prepare documentation of all activities to the Institutional Animal Care and Use Committee (IACUC);
Provide prescribed nursing and health care to animals;
Recognize and report abnormal health and behavioral conditions of animals;
Assisting veterinarians during major animal surgical and non-surgical procedures;
Recognize, identify and interpret life threatening or emergency situations in laboratory animals and take proper action.


Work Schedule: Monday through Friday from 8:30am5:00pm

Qualifications To qualify for this position, you must meet one of the following:
SPECIALIZED EXPERIENCE
One full year of specialized experience equivalent to at least next lower grade level in the Federal service (GS-7) that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of this Supervisory Biological Science Laboratory Technician position to be filled. The specialized experience required for some positions in this series is normally work performed in a controlled environment such as research activity or control program, nursery work that required the growing and maintenance of plants in a controlled environment, work comparable to that with a large dairy farm where production records, animal environment, and sanitary conditions were kept in accordance with modern dairy practice, this particular position also requires experience overseeing and managing laboratory activities in a large research setting to include, organizing audits and inspections, preparing reports, graphs, and charts, acquisition of lab equipment, and monitoring safety procedures for proper handling of chemicals, biohazards, and select agents.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE
At least two (2) full years of successfully completed graduate level education or a Master's degree that is directly related to the work of a Supervisory Biological Science Laboratory Technician. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (OFFICIAL/UNOFFICIAL TRANSCRIPT REQUIRED) If you do not submit your transcript education credit will not be awarded.

COMBINATION OF EXPERIENCE AND EDUCATION
Equivalent combinations of education and specialized experience as described above to qualify at the GS-9 level. (OFFICIAL/UNOFFICIAL TRANSCRIPT REQUIRED) If you do not submit your transcript education credit will not be awarded.

Additional information Physical Requirements: The work is somewhat sedentary. Typically, the employee may sit comfortably to do the work. However, there is some walking, standing, bending and carrying of items to perform inspections and validate inventory on a daily basis. Position is also required to be available evenings, weekends to resolve any temperature/humidity deviations and to initiate VMU disaster plan if needed.
Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
