Salary: $5,600 to $6,812 per month (SR-26, Step C to H) Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
Positions in this occupational field supervise and/or perform work in the management of real property to ensure proper utilization, financial return and/or preservation of the State's interest through leases, easements, permits and/or licenses. Work also involves gathering pertinent and factual information relating to types of property, range of valuation, etc., recommending fair market rates; analyzing, developing and preparing agreements; ensuring compliance with terms and conditions of agreements, etc. Level VI positions are responsible for planning, directing, and coordinating a large statewide property management program. A position in this class is located in a large division and serves as principal advisor and assistant to the division chief in all matters relating to the property management program; develops, recommends and implements divisional policies and procedures which are consistent with those of the department; and plans, assigns and reviews the work of subordinate property managers and clerical/technical support staff. DESIRABLE QUALIFICATIONS: Real Estate Appraisal License: Valid license as a Real Estate Appraisal in the . Experience: Three (3) years of licensed real estate appraisal experience in performing appraisals on properties to determine the fair market value; or Three (3) years of real estate lawyer/attorney experience handling real estate transactions and/or legal issues during the appraisal process. This position provides negotiating services to the Head of the Division and District Managers regarding all State harbor properties and facilities available for public and private usage; responsible for managing the use of real properties and facilities; maintains current inventory of available properties and facilities in the Division; prepares and finalizes all revocable permits, lease contracts, concession agreements and right-of-entry agreements covering the use of the Division’s properties an facilities including a review of such rates to insure propriety and reasonableness; checks he use of the Division’s properties and facilities to insure maximum returns; negotiates with property owners for the acquisition of privately owned land required for the expansion of Division facilities. Minimum Qualification Requirements
To qualify, you must meet all of the following requirements: Basic Education: A bachelor's degree from an accredited four-year college or university. Specialized Experience: Three and one-half years of work experience in property management; viz., the efficient utilization and maintenance of real property which included such activities as the acquisition or sale of real property, property evaluation, preparation and solicitation of bids, establishment of rental rates, selection of tenants, and the protection and maintenance of property. This work experience in property management must have included experience in business, commercial, or industrial real property management. Supervisory Experience: One (1) year of work experience which included: 1) planning, organizing, scheduling and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult work problems; (4) training and developing subordinates; and 5) evaluating their work performance. Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements, will apply. Driver's License: Applicants must possess a valid driver's license at the time of appointment. Federal Criminal History Records Check: In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the harbor must undergo a pre employment fingerprint-based criminal history record check. In order to be granted the Transportation Worker Identification Credential (TWIC) clearance, prospective employees must not have been convicted, or found "not guilty by reason of insanity," of a disqualifying criminal offense within seven years from the date of appointment. Upon recommendation for hire, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding seven years. The cost for the records check will be the applicant's responsibility. However, upon hire, the employee will be reimbursed provided he/she submit the TWIC receipt to his/her supervisor.
