Description of Duties/Essential Functions This position is in our Benefit Payment Control (BPC) Overpayment Collections Unit.
Under direction, performs specialized collections work relative to the recovery of unemployment benefit payments based upon the criteria contained in laws and policies of the and Federal Department of Labor.
Conducts repayment interviews advising claimants and duly authorized representatives of their legal requirement to repay. Utilizing highly skilled interviewing techniques and knowledge of applicable laws, rules, regulations and procedures, establishes an agreeable pay plan based on claimant’s ability to repay, the amount and type of overpayment and other circumstances that may affect repayment.
Using automated agency reports and computer systems, conducts investigations to locate claimants; determines ability to pay including current employment and estimation of assets. Develops leads using external and internal resources, pursues leads through a variety of methods. Secures documentation; analyzes and evaluates documentation to determine terms and conditions of repayment amounts.
Initiates civil litigation on benefit overpayments; coordinates information and activities with respect to collection and to secure proper accounting and application of all monies collected on individual claims.
Confers with IDES Service Delivery personnel and other appropriate personnel to coordinate information and activities with respect to collection and to secure proper accounting and application of all monies collected on individual claims. Minimum Requirements Requires knowledge, skill and mental development equivalent to the completion of four years college with major courses in Business Law and Business Administration plus three years of local office professional investigative experience performing major adjudication work involved in the fact-finding process. Requires extensive knowledge of Federal and State laws, rules and regulations applicable to Unemployment Insurance benefits. Requires thorough knowledge of agency computerized systems, programs and practices as they relate to the payment of UI benefits. Requires the ability to communicate effectively both orally and in writing and to use a personal computer with related software programs such as word processing, spreadsheets, database management and email.
Work Hours & Location/Agency Contact Anticipated Starting Salary: Step 1C 4,587.00 per month / $55,044 per year
Current Bargaining Unit Employees: Current Bargaining Agreement language applies
Full bargaining unit salary range: $55,044/ year$81,840/ year
