FLEET MANAGEMENT SUPERVISOR
Job Status: Full-Time, $19.72/Hour. SALARIED EXEMPT. Shift: 6:30 AM3:00 PM MONDAY-FRIDAY (may include weekends and holidays, to include religious holidays) GENERAL STATEMENT OF JOB
Under general supervision, performs supervisory and technical work in the operation of the City vehicle maintenance program. Work involves supervising the activities of subordinate automotive mechanics and includes preparing the annual budget, establishing vendors and blanket purchase orders and purchasing materials and equipment for the daily operation of the Fleet Division. Budgets for and purchases all the necessary vehicles and equipment for all the City departments. Employee is also responsible for scheduling and assigning maintenance and repair work for City owned vehicles, maintaining inventories of parts and supplies, administering the department's operating budget, and maintaining records of maintenance performed. Employee must exercise considerable initiative and independent judgment in completing assigned tasks to ensure safety and operability of City owned vehicles. Reports to the Public Works Director or designee.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Participates in, coordinates and supervises the maintenance of City owned automotive equipment; ensures adherence to maintenance schedules established for City-owned equipment.
Provides guidance to subordinate supervisors and staff in establishing work priorities and in solving technical problems.
Ensures adherence to Departmental policies and repair standards.
Ensures adherence to safety regulations.
Supervises and aids in maintaining files on all vehicles repaired, periodic garage activity reports, purchase requests, work orders, vehicle cost reports, fuel usage, safety data, and vehicle replacement.
Interviews applicants for employment; conducts employee performance appraisals of subordinates.
Analyzes reports and field data to determine long-term goals and possible corrective actions needed for a safe, efficient work environment.
Organizes and attends meetings on vehicle services topics, including training, safety regulations, departmental procedures, fleet management, computerized information systems, vehicle updates and personnel. Attends all training classes to meet the requirements needed for Emergency Vehicle certifications.
ADDITIONAL JOB FUNCTIONS
Employee responsible for after hours and weekend service calls; also responsible for keeping generators running and fueled during hurricanes. Performs other related work as required.
MINIMUM TRAINING AND EXPERIENCE
Graduation from high school supplemented by course work in the repair of automotive equipment and components, and 4 to 6 years of experience in automotive repair, preferably including supervisory experience; or any combination of training and experience which provides the required skills, knowledge and abilities.
Knowledge of Job: Has considerable knowledge of the characteristics and operating principles of internal combustion engines. Has considerable knowledge of methods, practices and procedures in repairing, overhauling, and maintaining gasoline- and diesel-powered auto¬mobiles and trucks. Has considerable knowledge of the materials and parts used for the repair of automotive equipment. Has considerable knowledge of the various testing devices, machines and hand tools used in mechanical repair work. Has general knowledge of the occupational hazards and proper safety precautions of the work. Is skilled in the use of machine and hand tools. Is able to supervise the work of subordinates and instruct employees in proper work techniques. Is able to plan work details and carry out work assignments. Is able to exercise considerable independent judgment in applying standards to technical aspects of work. Is able to understand and follow oral and written instructions. Is able to effectively express ideas orally and in writing. Is able to maintain accurate files and compile data into report form. Is able to establish and maintain effective working relationships as necessitated by work assignment.
Possession of a valid Florida driver's license. Possession of ASE Heating and Air Conditioning certificate preferred. A minimum class B CDL license required within six (6) months. Position requires mechanic to provide his own tools; City to extend annual tool allowance as afforded in Liuna Collective Bargaining Agreement.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of equipment and machinery including passenger vehicles, trucks, and various mechanic's equipment and tools such as arc welder and torch, engine analyzer, hand tools, etc. Must be able to exert up to 75 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to move objects. Physical demand requirements are rated for Medium to Heavy Work.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things.
Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving instructions, assignments or directions to subordinates or assistants.
Language Ability: Requires the ability to read a variety of work orders, service records, electrical diagrams, technical manuals, etc. Requires the ability to prepare work orders, time cards, and vehicle maintenance reports, using prescribed formats. Requires the ability to speak to people with poise, voice control and confidence.
Intelligence: Requires the ability to apply principles of rational systems as applied to automotive mechanics to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages, including automotive mechanical and electrical terminology.
Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; and to determine percentages and decimals.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using equipment and machinery; to operate motor vehicles.
Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: Requires the ability to differentiate between colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress.
Physical Communication: Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearingperceiving nature of sounds by ear).
