The Purchasing Division is dedicated to developing and maintaining public and vendor trust through fair, ethical, and competitive procurement practices. The Buyer I is responsible for completing or assisting with solicitations, acts as contract administrator for County wide contracts and performs training for technology as well as for Purchasing Procedures and Processes. In addition, this position will provide County wide customer support, direction, solicitation review, and interpretation of County policies, with input from Purchasing Manager, to the departments conducting intermediate procurement, be responsible for conducting routine formal County procurement working in close partnership with departmental purchasing and program staff, and lead Purchasing Sustainability efforts and processes County end of life assets.

ESSENTIAL JOB DUTIES Duties may include, but are not limited to, the following: Fields and responds to procurement and contracting procedural, process, and technical questions in person, by phone, email, and in meetings from internal customers.
Participates in collaborative work groups to assist in policy development, administrative procedures, instructions, forms, boilerplates, and tools to assist departmental staff with procurement and contracting activities in accordance with County policies and procedures.
Actively works to obtain a broad working knowledge of public procurement rules, laws, and best practices through internal and external continuing education and professional certification activities.
Resolves problems, situations, or issues in a collaborative, tactful, courteous, and respectful manner.
Conducts County routine procurement with hands-on solicitation document development and review in partnerships with the department(s), setting timelines, interacting with all interested parties including vendors, and completing all required procurement activities.
Participates with Buyer II or Purchasing Manager in pre-proposal and pre-bid conferences, speaking publicly to potential contractors to clarify County procurement process, and fields vendor questions and concerns.
Provides process instructions and facilitates evaluator panel orientation and evaluation meetings.
Reviews department initiated intermediate solicitation documents as needed.
Maintains procurement documents, correspondence, and evaluation materials for filing in accordance with public record requirements.
Performs contract administration duties for contracts as assigned.
Provides individualized and group trainings on various components of public procurement and contracting functions and County rules, procedures, and policies.
Provides customer support and training to departments on purchasing best practice and business process functions related to the County’s Oracle financial system (WISARD).
Attends seminars, conferences, workshops, etc. for professional development purposes. Performs office administration tasks including copying, filing, faxing, etc., as necessary.
Handles receipt and disposition of County surplus property.
Receives and audits purchasing card transaction registers.
Actively participates to make procurement a sustainable practice and be a resource to other departments within the County.

A typical way to obtain the knowledge and abilities would be: An Associate’s degree in business administration, public administration, economics, marketing, or a closely related field; OR
Two (2) years of professional experience in purchasing, and working with bids and quotes. Public sector purchasing experience is preferred.

Selection Process:
1. An evaluation of training and experience of submitted application packets will be performed by Human Resources. The timeframe to review will be the week of September 28, 2020.
2. A Subject Matter Expert (SME) Panel will perform an in-depth evaluation of experience and training taken from your employment application materials to include responses to supplemental questionnaire. This process will begin after October 5, 2020.
3. Applicants that pass the SME review will be placed on a list of candidates eligible to be scheduled for interview(s) by the department.
